Housing Land Position

Monitoring the housing and industrial land
supply situation in the Borough is a statutory requirement. This
report confirms in excess of a five year supply of housing land in the
Borough.

Following adoption of the County Structure
Plan Review, this report compares Broxbourne’s revised housing allocation
to provide 5,400 dwellings between 1991-2011 with the supply as at 1st
April 1998.

An estimated overall shortfall of some 1200
dwellings will need to be provided for within the context of a review of
the Broxbourne Local Plan Review 1994 during the period 2001-2011.

The expectation is that ‘brownfield’ sites
will continue to make a significant contribution to the Borough’s supply
of housing land, consistent with a strategy of ‘planned regeneration’ and
‘urban renaissance’.

Housebuilding activity in the Borough increased
significantly last year, with a continuing trend towards larger properties.
Affordable
Housing

The Council has secured an average of 43 affordable
dwellings a year since 1991, mainly though the use of planning agreements
and Council land.

There remains a considerable shortfall in
provision against the Council’s estimate of housing need of 150 new lettings
a year, even after taking into account lettings achieved through
incentive schemes and transfers from the Council’s stock.

Housebuilding activity in the Borough increased
significantly last year, with a continuing trend towards larger properties.

The negotiation of Section 106 agreements
has been complicated and even where it has been successful, the proportion
of affordable housing achieved has ranged from 10% on some sites to 20%
on others.
Employment
Trends & Industrial Land Supply

The local economy has been relatively buoyant
recently with an increase in local jobs and a marked reduction in the numbers
of registered unemployed and long term unemployed.

Broxbourne is the only district in the
County with two ‘Key Sites’ (Essex Road and Park Plaza). The release
of these sites coupled with other sites such as Canada Fields is fundamental
to the success of the Council’s Economic Development Strategy.

With over 70 hectares of employment
land, it is considered that there is a sufficient supply of land to meet
future needs, although there will be pressure on some existing employment
sites to change to housing.
