Borough of Broxbourne - Key  Employment Sites
 
Broxbourne is the only Borough in Hertfordshire  with two Key Sites  
(Essex Road and Park Plaza), to add to prime employment land at 
Canada Fields, Turnford and existing sites at Waltham Cross, Cheshunt and Hoddesdon  
  
Industrial Land Supply
  • The Borough has over 70 hectares (175 acres) of  land allocated for employment use in the Local Plan or with outline planning permission as  at April 1998.
  • Current supply and planning  permissions indicate that the Borough has sufficient employment land to meet foreseeable needs - including opportunities for the expansion or relocation of local companies within the Borough 
  • Hertfordshire's Bright Green  strategy highlights a number of  trends affecting future demand for employment floorspace including  the impact of  restructuring across  business sectors, new technologies, changing working practises  and continuing pressure on manufacturing companies to relocate to lower cost areas. It also emphasises  the importance of supporting and developing the role of high technology firms and headquarters functions across the County.

Key Sites 
  • Two of the Borough’s employment sites at Essex Road and Park Plaza have been designated as Key Sites of county-wide importance. These have been identified to play a major long term role in the Hertfordshire economy, where employment generating activities will be encouraged and where co-ordinated activity and investment programmes are required to realise their full potential.’ 
  • The Lee Valley forms one of SERPLAN’s priority areas for economic regeneration covering east London and an  area between the Thames and Enfield. Currently, this area is eligible to receive ERDF funding by virtue of its Objective 2 status.  SERPLAN’s Consultation Draft  Strategy for the South East proposes to extend this priority area up to Hoddesdon. This could significantly improve the prospects for government and EU assistance for infrastructure and environmental improvements and  help bring forward the Borough’s Key Sites. 
Essex Road  
  • The  Essex Road  Key Site comprises 33  ha (hectares), of ‘brownfield’ land of which 16.8 ha. is developable, located within the industrial area of North East Hoddesdon. The site is identified in the BLPR 94 as suitable  for general industry and warehousing. A primary objective for this site is to secure funding to increase the vehicular capacity of Essex Road, particularly the level crossing, thus unlocking the full development potential of the wider area and  upgrade accessto the A10. 
  • There has been interest in re-cycling and energy-related developments on this site and an outline application (7/682-97) for a small new 49MW gas turbine power station on 0.8 ha has recently been submitted.  
Park Plaza  
The Park Plaza Key Site comprises of 25 ha of current and formerly operational land as well as under-utilised land north of M25 Junction 25..  The Council’s planning brief for the site seeks to secure a comprehensive, high quality development suitable to attract high technology industries, or other activities in the national or regional interest. As at April 1998, six planning applications ranging from partial to comprehensive proposals for the site and with differing  access arrangements were being considered.  These include: 
  • outline application for up to 93,000 m2 of Business space (7/234-95),
  • applications on the northern portion of the site for 22,300 m2   (7/107-96) and 35,560 m2 ( (7/547-97).
  • recent comprehensive application (received in May 1998)  is for up to 75,000 m2  (7/281-98). 
Canada Fields  
Another prime employment site identified in the Borough Local Plan Review  1994  is at Canada Fields near Turnford covering 11.1 ha.  The site benefits from an outline planning permission for B1, motor dealerships (2.4 ha) and indoor leisure/entertainment facilities. Two reserved matters approvals have been granted in respect of the motor dealerships (7/175-96)(7/176-96). The site has been the  subject of three applications for non-food retailing (7/143-96)(7/069-96)(7/412-06) which were  considered at a public inquiry which closed in  January 1998.  Nearby, there is an outline application  (7/325-97),  for retail warehousing on a 1.7 ha site off Halfhide Lane, north of the Brookfield Retail Park.  

Other Sites  
Other sites with planning permission include the former Tektronix premises in Pindar Road (7/326-97) which has a permission for the redevelopment of the existing works, together with adjacent vacant land for up to 9,800m2.Broxbourne Council is also considering a second phase to its  Hoddesdon Industrial Centre in Pindar Road (7/168-97) on allotments adjacent to the Rye Park Industrial Estate.  There is also an outline permission for 4 industrial  units on the remaining 1.7 ha of the former Costain site (7/318-94) amounting to 10,800 m2.  In Waltham Cross, a 8,000m2 replacement warehouse is being proposed  on the Eastern Electricity depot adjacent to the M25, but with local access.
